  1. In a saucepan over medium heat, combine the whole milk and heavy cream. Stir frequently until it begins to steam, about 2-3 minutes.
  2. Stir in the semi-sweet chocolate chips and continue heating until the chocolate melts and the mixture is smooth, about 2-3 minutes.
  3. Add the vanilla extract and ground cinnamon, mixing thoroughly to ensure even distribution.
  4. Pour the hot chocolate into mugs and top generously with whipped cream.
  5. Finish with pieces of cinnamon roll on top and serve immediately while hot.
